occ commons governance

Overview

This page provides an overview of how OCC commons (“Commons”) are governed.

OCC commons are often built around a consortium (“Consortium”), consisting of consortium members  (“Members”) that have signed membership agreements. A Commons has an administrative lead, oftentimes called the “Director.”   Activities are organized into working groups (“Working Groups,”) with each Working Group having a mission and scope specified in a charter (“Charter”).

In the sections below, we provide the agreements, operating principles, and a typical list of working groups. This structure is broadly based on the structure of the World Wide Web Consortium (W3C) and has been used by the OCC since it was founded in 2008.

Working Groups

Each Consortium developing and operating a Commons set up their Working Groups and these can change over time.  Here is a typical list.

  • Executive Committee – to provide oversight of the working groups and work with the Director to help manage the consortium

  • Commons Governance Working Group – to manage the governance and compliance structure for the commons and data ecosystem.

  • Data Working Group – to establish the data model for the CCC data ecosystem and the formats for data submitted to the CCC data ecosystem.

  • Analysis Working Group (AWG) – AWG for approved projects to determine how to integrate, harmonize and analyzed data submitted to the CCC data ecosystem

  • Patient Partnered Research Group – to establish the infrastructure and standards for the patient-partnered data donated to the CCC data ecosystem.

  • Ethical, Legal and Social Issues (ELSI) Working Group - to cover legal agreements and ethical and social agreements related to data collection.

  • Allocations Working Group – to select research projects and provide computing resources allocations.
